The Ministry derives its mandate from the Namibian Constitution, in particular, Article 20 which deals with education, and Articles 19 and 21 which make provision for arts and culture.
The mandate and actions of the Ministry of Education, Arts and Culture are further inspired and guided by the National Vision Statement – Vision 2030, Fifth National Development Plan but not limited to. Moreover, the Education and Training Sector Improvement Programme (ETSIP) represents the education and training sector’s response to the call of Vision 2030.
Pursuant of the national objectives as highlighted in our national vision, the Ministry continues to strive for continuous improvement in quality inclusive education, teaching and learning, improved learning outcomes, and the production of an education and skilled workforce needed for a productive and competitive Nation.
The Ministry continues to provide equitable inclusive education to 755 943 learners. 
Ministry employs 29 391 teachers who are teaching 1,884 Government and government-aided schools.
